It is an independent organization, they have the responsibility to deal the complaints about the editorial content of newspapers and magazines and their websites. The government not only with responsibility for culture, but also has responsibility for the creative industries. They need to make some rules and ensure the rules are work. Then the industry or any activities need to follow the rules.
This is the list from BBFC(British Board of Film Classification). BBFC is the UK's regulator of film and video, they provide the rating such as 12, 12A to organize the age group. Different classifications have different rules. The income in this organization is from the fees it charges from its services, calculated by measuring the running time of films, DVDs/videos and other works submitted for classification.
12 and 12A are the classifications I found in BBFC, I think these two classifications are suitable for Bigbang's music videos. People who aged 12 or over can watch their music videos. But the children that age under 12 has to watch the videos with their parents or any adult, otherwise, they can't watch the videos. I put their music videos in these two classifications because of they have some sexy things in the videos sometimes. For example, the ladies who are models in the music videos will wear sexy clothes to show their sexy bodies. And the character in the music videos always have some close actions to show the meanings of the lyrics or their relationship. The members in Bigbang are had good bodies, therefore, they will show their bodies in some cuts just a few seconds to attract audiences. But there are not any rude languages or drug in the music videos. Because of these following reasons, their music videos are not very suitable for too young people watch by themselves.
